Publication: Çiftçilerin Destekleme Düzeyine Bağlı Mercimek Yetiştirme İstekliliği: Çankırı İli Kurşunlu İlçesi Örneği
Abstract
Mercimek, içerdiği protein oranının yüksek olması sebebiyle insan beslenmesinde oldukça önemlidir. Nadas alanlarının geniş olduğu, kuraklığın belirgin olarak yaşandığı bölgelerde münavebeye girerek, nadas alanlarının daraltılmasına, üretici refahının artmasına ve ülke ekonomisine katkı sağlamaktadır. Bu çalışmanın amacı, üreticilerin mercimek yetiştirme istekliliğini ortaya koymaktır. Ayrıca çalışmada mercimek yetiştirmek istemeyen üreticilerin ne kadarlık bir destek tutarıyla mercimek yetiştirmeyi tercih edebilecekleri belirlenmiştir. Araştırmanın birincil verileri, Çankırı ili Kurşunlu ilçesindeki tarım işletmeleri arasından tabakalı tesadüfi örnekleme yöntemine göre belirlenen 105 örnek işletme ile yapılan yüz yüze anketlerden elde edilmiştir. Mercimek yetiştirmek istekliliği probit model, yetiştirmek için talep edilen destek tutarı ise tobit model yardımıyla belirlenmiştir. Araştırma bulgularına göre, üreticilerin %40'ı mevcut ürettiği ürünleri bir kenara bırakıp mercimek yetiştirmek istediklerini ve mercimek üretimi için ortalama 20 dekar arazilerini ayırabileceklerini ifade etmişlerdir. Mercimek yetiştirmeye istekli olmayan üreticilerin dekar başına ortalama 686 TL destek verilmesi halinde mercimek yetiştirebilecekleri belirlenmiştir. Üreticilerin %95'i nadasa bırakılan arazide mercimek ekmek istediğini beyan etmiştir. Nadasa bırakılan arazide mercimek yetiştirmek istemeyen üreticilerin, dekara ortalama 375 TL destek verilmesi durumunda nadas alanında mercimek yetiştirebilecekleri belirlenmiştir. Probit model sonuçlarına göre mercimek yetiştirme istekliliğini etkileyen pozitif değişkenler olarak nadas alanı, toplam arazi, üretici örgütlerine üyelik, ilçe merkezine uzaklık ve negatif değişken olarak da mesleğin çiftçi olması belirlenmiştir. Destek miktarını etkileyen değişkenler ise nadas alanı, toplam arazi, üretici örgütlerine üyelik, ilçe merkezine uzaklık, mesleğinin çiftçi olması ve tahıl geliri olarak tespit edilmiştir. Araştırma sonuçlarına göre bölgede mercimek üretiminin üreticiler için kârlı olduğu, bu doğrultuda eğitim ve yayım faaliyetlerine ağırlık verilmesi ve uygun destekleme uygulamalarının kullanılmasının üreticilerin alternatif ürünlere dikkatinin çekilmesinde etkili olacağı ortaya konulmuştur.
Lentil is very important in human nutrition due to its high protein content. It contributes to the narrowing of fallow areas, increasing the welfare of producers and contributing to the national economy by entering the rotation in regions where fallow areas are large and drought is experienced significantly. The aim of this study is to reveal the willingness of producers to grow lentil. In addition, the study determined the amount of support that producers who do not want to grow lentils would prefer to grow lentils. The primary data of the study were obtained from face-to-face surveys conducted with 105 sample enterprises determined according to stratified random sampling method among the agricultural enterprises in Kurşunlu district of Çankırı province. The willingness to grow lentils was determined by probit model and the amount of support demanded for growing lentils was determined by tobit model. According to the research findings, 40% of the producers stated that they wanted to leave aside their current products and grow lentils and that they could allocate an average of 20 decares of land for lentil production. It has been determined that producers who are not willing to grow lentils can grow lentils if an average support of 686 TL per decare is given. 95% of the producers declared that they want to plant lentils on fallow land. It has been determined that producers who do not want to grow lentils on fallow land can grow lentils in fallow land if an average support of 375 TL per decare is given. According to the probit model results, the positive variables affecting the willingness to grow lentils are fallow area, total land, membership in producer organizations, district center. Distance and being a farmer by profession were determined as negative variables. Variables affecting the amount of support were determined as fallow area, total land, membership in producer organizations, distance to the district center, being a farmer by profession and grain income. According to the results of the research, it has been revealed that lentil production in the region is profitable for producers, and focusing on training and publication activities in this direction and using appropriate support practices will be effective in attracting producers' attention to alternative products.
