Abstract
Kamu personelinin kişilik yapısı, kamu kurumlarında işlerin yapılmasında ve vatandaşa karşı sorumlulukların yerine getirilmesinde önemli bir etkiye sahiptir. Türkiye'de kamu personelinin kişilik özelliklerine ilişkin araştırmaların sayısı son derece sınırlıdır. Konunun farklı açılardan ve farklı kamu kurumlarda ele alınıp incelenmesi gerekmektedir. Bu araştırma da söz konusu ihtiyacı karşılamaya yönelik çalışmalardan biridir. Bu araştırmanın amacı; Türk kamu personelinin kişilik özelliklerini, Samsun il yönetimi örneği üzerinden incelemektir. Çalışmanın verileri, 186 (112 erkek/ 74 kadın) kamu personelinden toplanmış ve SPSS 20.0 programı kullanılarak kişilik analizi yapılmıştır. Ayrıca; cinsiyete, medeni duruma, yaşa, eğitim düzeyine ve kıdeme göre kişiliğin farklılık gösterip göstermediği incelenmiştir. Elde edilen sonuçlara göre, Samsun il yönetiminde çalışan personelin endişeli, uyumsuz, içe kapanık ve az da olsa deneyime açık ve sorumluluk sahibi olduğu söylenebilir. Ayrıca, erkeklerin kadınlara göre daha uyumlu olduğu; evlilerin bekarlara göre daha deneyime açık olduğu; üniversite mezunlarının lise mezunlarına göre daha dışa dönük olduğu; kıdemin artmasıyla da dışa dönüklük ve sorumluluk davranışlarında azalma olduğu; deneyime açıklık davranışında ise artma olduğu tespit edilmiştir. Personality structure of public personnel, has a significant impact on how services are delivered by public institutions and in the fulfillment of the responsibility to citizens. In Turkey, the amount of research that concerns the personality traits of public personnel is very limited. This subject should be studied from different perspectives and at different public institutions. This research, therefore, is significant effort to meet the aforementioned needs. The aim of this research, is to analyze the personality traits of Turkish public personnel through the case of Samsun provincial administration. To achieve this aim, data were collected from 186 (112 male/74 female) public personnel and personality analysis was performed by using SPSS 20.0 program. In addition; it was examined that the personality differ or not according to sex, marital status, age, education level, and seniority. Results show that personality traits of the public personnel working at the Samsun province are anxious, incompatiple, introvert and have leastwise responsible and openness to experience. In addition to these, men are more compatible; married personnel are more open to experience new things than single ones; college graduates are more extroverted than high school graduates; when seniority in the Office increased, there is a reduction in responsibility and behavior of personnel, yet with the seniority there is an increase in terms of behaving more openly to experience new things.
