Türkiye'deki İstihdam Politikalarının Toplumsal Cinsiyet Perspektifinden Değerlendirilmesi

Abstract

Ülkelerin gelişmişlik, kalkınma ve refah seviyelerinin yükseltilmesinde ekonomik büyümenin yanı sıra, adil gelir dağılımı, sosyal adalet, eşitlik, eğitim, istihdam, barınma, sağlık gibi imkânlara ülkenin tüm bölgelerinde ve toplumun her kesiminde eşit erişim olanağının bulunması, toplumsal cinsiyet kavramının yaşamın her alanında var olup cinsiyetler arası eşitsizliklerin olmaması gibi etkenler önemli rol oynamaktadır. Sosyal politikalar bu etkenlerin geliştirilmesi ve iyileştirilmesinde bir araç önem kazanmaktadır. Sosyal politikalar, ırk, etnik köken, ideoloji, cinsiyet farkı gözetmeksizin toplumun tüm bireylerini kapsayarak sosyal barış, sosyal denge, sosyal adalet, sosyal gelişim ve sosyal refah sağlamaya yönelik olarak kişilerin veya sosyal grupların ekonomik olanaklara ulaşmasını, kişisel gelişimlerini, özgürlüklerini, eğitim fırsatlarını, çalışma hakları ile sosyal güvencelerini sağlamaktadır ve toplumsal hizmetlerden yaralanmasını sağlamaya yönelik olarak üretilen politikalar olarak görülebilmektedir. Ülkemizin sosyal politika çıktıları olan istihdama yönelik üst politika belgelerinin toplumsal cinsiyet perspektifinden incelenmesi, devletin toplumsal cinsiyete ilişkin tutumunu anlamada yarar sağlayacağı gibi sosyal refahı sağlama ve kalkınmada daha ileri bir seviyeye gelmemiz noktasında aydınlatıcı olacaktır. Bu çalışma istihdamda kadının önemini vurgulayarak istihdama yönelik üst politika belgelerinin toplumsal cinsiyet perspektifinden incelenmesini amaçlamaktadır.In raising developedness and welfare levels of the countries, factors such as existence of equal access to opportunities like equitable distribution of income, social justice, equality, education, employment, shelter, health as well as economic growth in all the regions of the country and in every part of the society and existence of gender concept in all areas of life and lack of gender inequalities play a significant role. Social policies are gaining importance as a tool for the development and improvement of these factors Social policies provide people and social groups by covering all the individuals of the society regardless of race, ethnicity, ideology and gender to reach economic opportunities, personal development, freedoms, educational opportunities, working rights and social security for ensuring social peace, social equilibrium, social justice, social development and social welfare and can be seen as policies that are produced to ensure that the society benefit from social services. Evaluation of the top policy documents related to employment, which are social policy outputs of our country, from social gender perspectives provides benefit in understanding of the state's attitude related to social gender and will be enlightening for us to come to a further level in social welfare and development. This study aims at examining the top policy documents related to employment from a social gender perspective by emphasizing the importance of women in employment.
